The sentence needs re-phrased to make sense. "policing can't stop this kind of rioting, and politicians won't". Politicians could stop it if they wanted to construct a different kind of society, one where (for example) they and their wealthy sponsors did not trouser gazillions of taxpayers' pounds while their constituents struggled for a square meal. I don't see that happening, so on with the riots.<br /><br />BTW, I wonder why we are implying relative virtue in the Scots because they did not riot? Are we maybe a wee bit too passive? Maybe all the print word is doing and the rest of the commentariat are doing is trying to make themselves feel better about this, by expressing self-righteous indignation and opprobrium.
